Increased research agent speed and reduces duplicate context blocks

Fixes an issue where Franz chooses the wrong character ID for relationship updates

Added a fallback provider for TTS, so if the main TTS provider has another outage then TTS on Friends & Fables should still work.

Fixed an issue where sometimes damage resistance was being applied twice in a combat turn.

Tweaked encounter generation so that encounters should be easier for parties where the average character level is below 5.
