Unable to sync POI's in world

I’m trying to sync the POI’s in my world, but when I click to update them, it does nothing, if I select overwrite on conflict, it still does nothing, it just says.. “POI’s updates” but they remain in the list.

from what I am seeing, my standing theory is that the POI has unplaced characters in it, and they are not deleting correctly for the update to follow through.

The Crypt of Lingering Echoes had 2 unplaced units in it, and when I deleted those instead of unplacing, it no longer showed up on the update list, but it does indicate a issue with POI syncing that may require looking into
