Starter pack free turn issue

Hello, I have purchased the starter pack and made my payment as of the 2nd of this month and am currently trying to play with 2 friends (it says with the starter pack I can have up to 4) and it’s telling me when we all ready up “the host is out of free turns” I don’t understand and am thinking it’s a bug?
