Spells issues

1) Spells, and spell slots. My level 17 warlock only has 3 spell slots in level 5 and it’s cantips. So level 1-4 spells have no slots? I can’t seem to find in UI and no ether can franz to fix this issue

2) Both myself or Franz in the UI can not find where to update modifiers for spells making my spells weak and nearly useless. For example, I can’t add agonizing blasts to my Eldritch incantations. So my strength modifiers or charisma mod doesn’t add to damage
