Spell Slots and Known Spells

Creating a Fighter with the Eldritch Knight subclass, who’s spell casting type is a Third caster. Upon reaching Level 3, I select my subclass. I choose my two cantrips and can learn 3 spells. However, I cannot select any Level 1 spells. I tried to circumvent the issue by creating an Eldritch Knight class, forgoing subclasses, and I still have the same issue with not being able to select Level 1 Spells when I reach Level 3 for my character. It’s not until I reach Level 4 that I get access to my spells.

There is another issue of not being able to set the spells known per spell level. Example: When I finally get access to Level 2 spells I can max it out to my total of Known Spells instead of having only 4 learned spells for Level 1 and 2 learned Spells for Level 2.
