Enforce character limits only upon saving a form

I understand the need for character limits, but please only enforce the limit upon saving a form, now when typing out the content. Right now, the 500 char limit for example for a class description is very difficult to wordsmith as any typing that goes beyond 500 is not allowed. This makes revisions very difficult to do.
