NPC armor won't equip

Through the story, one of my NPC companions were provided with upgraded armor. The DM placed it in her inventory, but I could not equip it (I had no issue with myself or the rest of the NPCs). I asked the DM to create a new one with similar stats in case the bug was specific to that item. The second one also did not allow me to equip. Here are the ID numbers for the NPC and the armor, according to the DM.
