Franz sometimes ignores NPCs

I noticed a bug in the game, it doesn't appear every time but it happens sometimes. It's that in a given place it can be anywhere, the player character asks what he sees in the place where he is standing, and either let's say I look at the surroundings, or my immediate surroundings to see what or who I see there. Then Franz describes everything very nicely, and also adds characters to the description, but sometimes he ignores those NPCs who are actually there at that point on the map, even when the player character and an NPC are standing in the same place in a cube.. and even after asking several questions, it's as if Franz doesn't know about the NPC. This doesn't happen in every case, and not just in a given game. And it comes up relatively rarely but regularly.
