Franz not analyzing race relations from start

When starting an interaction between my character and a np’c it starts without considering (because it have not searched for it) the relations between distinct races

Here, it treated me kind of neutral:

On the next message, as I mentioned my faction, Franz searched the relation well, and acted acordingly:

019b463c-33c8-732f-91f7-2928d41bb51f

but I think this should be from the start.
