Franz Keeps Generating new NPCs and can't find old ones

I’m having an issue where, despite the character showing up in the front-end (UI) and me even adding her to the party, Franz can’t find the character. It looks like his tools are insufficient, and perhaps logic in looking for established characters. I imagine that having Franz default to looking into the Database for a named character first before generating may be the best method, if not already employed.
