Franz doesn't enforce combat rules

Combat rules are not enforced. This is my first play and on the first turn of my first combat, I was able to attack multiple times and even move in between. Franz didn't stop me from doing any of it. It's only after I pointed the rule out to him that it refuses to process my next attack.
