Franz does not apply Game Master Rules

I am consistently having an issue where I cannot get Franz to auto generate a character correctly for my homebrew world, I specifically mean when meeting NPCs etc, not player characters that i can create. I have Fae Race who have a subrace so to speak, their shapeshifting form. Example:

Race Name:

Fae (Order: Minotaur) - Note I have tried every variant of name and removed Minotaur with some obscure name like ‘Pathfinder’ but the description overrides.

Race Description:

Appears entirely human with no fantasy or beast-like traits in their base form. This includes: no horns, no fur, no pointed ears, no hooves, no wings, and no animalistic features. All Fae appear fully human unless actively shifted.

Order Shift Form:

Head transforms into a bull’s head with large horns. Body becomes covered in dark fur. Feet become hooved.

Strengths:

Night vision, keen sense of direction

Weakness: Stubbornness.

Recharge: Requires completing a labyrinth run during the night.

Game Master Rule for Character Generation:

All characters generated must follow these appearance rules by default: All characters appear entirely human. Do not generate fantasy features such as wings, horns, tails, animal parts, glowing eyes, or fur. The “Race” field refers to the character’s Order, e.g., “Fae (Order: Vampire)”, not species. All students must be wearing the Zodiac Academy uniform. Use modern realism as the visual style: think urban fantasy, grounded visuals, not high-fantasy D&D tropes.

I tested with a auto generate prompt of “Male with a good sense of direction”

Franz created a Minotaur image regardless of the above and this description:

A young male Minotaur Fae with dark fur covering his hooved feet and arms, sporting large curved horns and piercing amber eyes. He wears practical earth-toned clothing suited for movement and exploration, with a labyrinth pendant around his neck symbolizing his Order.

He is ignoring every rule and other info and prioritising the word minotaur only, or shifted features. I had some great suggestions to try subclass or cantrips - but Franz doesn't auto generate subclass input for NPCs and cantrips means a player could just select all the possible shapeshifter forms, which is canon breaking - only one form per Fae.

I have tried all variants. I don't know how to make it work at this point. I want a player joining my campaign to have a seamless experience for a homebrew world. Thanks 🙏 ❤️
