Franz Creates POI in Wrong Location

Campaign start the player decides where they want to start. I ask Franz to create a POI in the Havens (one of the areas and from the map you can see its in the center of the main landmass). He creates the POI right next to the start location, way out in the ocean. When I ask him to correct it and move the POI into the correct area, he says he can’t do it.
