Franz applied damage without a damage roll after a saving throw

And when I reminded him. He asked foe a damage roll…. (it was 13) and then franz applied a completley different damage total (9) which wasnt even half damage, which itbshouldnt be since the monster failed the save, so the number seems compleltley arbitrary.
