Custom attacks

I don't know how the system works, I want to create an attack (Like an jutsu or a summon) that I name and describe it effects, but the custom attack menu don't allow description of the attack, plus , on mobile, when I hit the submit button, nothing is happening. How do we create custom attacks from our pure imagination?
