Class and Race Based 'Free Spells'

Essentially, adding a section where we can put spells that don’t count towards limits to represent racial abilities and class features as a stop-gap for until we get those proper. It would also be good to stick around for unique buffs/boons granted that don’t fall under any part of the system as a whole, so it would have reason to exist long-term as well.
