Can't Sync Two Npcs In Campaign

Got two Npcs that can’t seem to get sync’ed to the main world. Getting the same error stating that the same npc with the same exists and to rename them. Even when I check the override it doesn’t work but its ONLY for these two NPCS for whatever reason. Not a major issue as I just changed the factions of them mostly. But a weird/odd bug in my eyes.

As of right now I’m not having Sync issues with other npcs, pois, areas, or anything else. Just these two odd NPCs only.
