Can't Create Quests/One-shots don't progress

When trying to create a quest, the landmark doesn't update, even though it's supposed to automatically fill in. Due to this, I can't create any steps nor create any quests at all.

So, I've made a couple of one shot quests instead. However, when I'm in the campaign, the quest log gets stuck on the first step, even if I complete all the steps. This is annoying Because I have to manually check the one-shot to find the next step, instead of Franz guiding me through it. Franz will often keep suggesting I finish the first step, even though I'm halfway through the story. Am I missing something in creating these one-shots? Is there more specific language I can use to get Franz to recognize that a step has been completed?
