Cant chose new locations created in the location tracker, cant interact with them or go to them

I cant chose in the location tracker any new locations that are created under "New Area Learned". The list do not seem to include these new locations, it only includes the locations created with the world. It also does not appear in the list for the NPC location so I cant get NPCes over there.
