Can't change level requirement for class feature

Trying to change feature ‘Expedited Requisition’ (and also a bunch of others) of the ‘Bureaucrat’ class. I want to set a different level requirement for balance reasons.

The game tells me that the changes were successful, but the changes are not subsequently implemented.
