Boring Character generation

Every time Franz generates a character based on what’s happening in the story, no matter what the circumstances are, it’s a Level 3 character, usually with the same class every time, and their HP is around 10 if they’re not supposed to be powerful, and 60 if they are supposed to be powerful. Character generation should reflect the story. My character has reached the point where his HP is over 400 and is level 20 and every time someone’s supposed to be this big threatening character, they’re level 3 with 60 HP and Ac somewhere between 14 and 17, which with my current bonuses, mean literally nothing. There should be come kind of variety with the automatically generated characters. Even when I tell Franz they should be high level characters, he just ends up generating a level 3 character with maybe slightly higher HP
