Better enemy encounter scaling?

I tried playing a game at level one instead of the preset lv 3 since I want to experience leveling. i even had a level 1 companion as well but the ai sends enemies at me when i asked for an easy quest that do enough damage to one shot us.

I guess I also dont understand how levels work, as it doesnt say how much of x stat like hp im supposed to have at any given level.
