Bard, Ranger, Sorcerer, Warlock cannot "Learn" Leveled Spells

Started a new campaign as a warlock and noticed that leveled spells don’t have the option to learn the spells anymore so they can be cast. I checked through the list and any class that has “Spells Learned” can no longer learn them. The other spellcasters that just have to “Prepare” spells have no issues. Cantrips are able to be learned across all spellcaster classes as normal. Tried swapping to another spellcaster (Wizard) and prepared burning hands on it then switched back to Warlock and it shows the spell is available to cast but still can’t learn any other spells.
