AI generated quests not using right guest giver

When generating a quest for my world using the AI function, I select my desired quest giver and give a brief overview of what a want the quest to be. When the quest is generated, The AI picks a completely different NPC to give the quest that is not at all related to the quest I described, but otherwise generally creates the rest of the quest to my specifications.
