AI always creates level 3 characters

AI always creates level 3 characters. No matter how many errors you point out or what level you ask for, it still only creates level 3 characters. As I see, this problem hasn't been solved for half a year. And this problem makes companies impossible. It completely disrupts the balance. It's strange that it hasn't been fixed yet.
