Add the ability to change an NPC to PC or Create new character

Inside a campaign, if one character hits 20th level and you want to retire them and start someone new, how can you do that? Currently I’ve run a test all the way to 20th level and want to continue expanding the world with smaller characters. How does one accomplish this feat?
