Add ability to create POI and Areas directly into Map Builder

The Map Builder is great, don't get me wrong. It's so much better than before. But it is a intermediate step and is a bit of a misnomer as you can't can't really "build" new areas/POIs from the builder itself (unless I'm totally missing where it is).

If you want to add an area, the current flow is that you have to exit the Map Builder use the + button to add new POI or Area, then go back into the builder to position it and size it. A better flow would be to add the +POI and +Area menu items directly onto the Map Builder screen somewhere so you don't have to leave the builder to add additional items.
