Suddenly none of the NPCs I'm creating appear in the game at all

As the subject says, Franz will not use any of the pre-created NPCs or their character sheets. I feel like Franz should have access to all of the NPC sheets for information regardless if they are at the same location. It used to add the npcs to my game but now Franz just makes shit up. Interactions where I mention specific precreated npcs by name, he just makes up completely random npcs. There is a closed post about this but it doesn't seem to be fixed. It's as if Franz no longer can update or interact with the game values anymore.
