Struggling with memory creation

This is something I've noticed a few times throughout this campaign and others, however it's particularly bad with this message (ID attached). I've noticed that Franz has been struggling with memory creation, especially after skill checks. I usually have to retry every other message at least once in order for it to create a memory. With this specific message, in this Bleach campaign, I've retried several times with the explicit instructions to create a memory, but Franz won't do it. I'm unsure if this is intentional but I thought it was worth bringing to attention anyways.
