Spell progression

Allow us to customize spell progression more than just known spells per level.

The updated rules allow half casters spellcasting at level on, and even with older rules, Artificer is a half caster who gets spellcasting at level 1.

So the current restrictions no longer reflect 5.5 SRD rules.

This is not even considering custom classes and subclasses.
