Rearrange handles for custom instructions

The order that custom instructions appear seems to influence priority in some ways for the AI. This is obviously not always the case, it’s an LLM making the writing decisions ultimately, but it would be very handy (with a disclaimer that it might not behave like a true ‘priority’ system maybe?) to be able to slide them higher or lower in the list to experiment with whether it helps improve Franz’s responses, rather than having to do a bunch of copy/paste shenanigans in a separate window to accomplish the same thing.
