Just like the “Previous Quest Required” setting that exists now, it would be beneficial to designate a point of no return so that if certain quests are completed. So in a nutshell, if you wanted to make choices matter in quests (but still rely on spreading a campaign across multiple quests), maybe it would work like:
Quest 1 & Quest 2 represent a fork in the road (let’s say allying yourself to certain factions, IDK), you can’t just complete Quest 1, proceed to Quest 3, and then go back to the NPC that’s offering Quest 2 and complete their questline instead. We have the ability to semi-jerry rig this by using the pathing, but then we’d have to design the quests on a large scale, and forego the ability to set other quests as prerequisites. Hopefully I’m articulating that right, lol.
