NPCs add to Nearby NPCs at wrong timing.

When the NPC ‘Mistress Ironfist’ was mentioned by Franz (as an NPC), that NPC was then added to the Nearby NPCs list.
She seemed unlikely to be at this location. And more likely a difficult more advanced story plot location.
This happened at least twice with other NPCs (possibly 3 times). I wasn’t sure at first. The top 3 NPCs in the Screen Shot.
