Not Creating PNJ

I'm creating my own world, where I've already started a campaign. Franz isn't generating the NPCs. In the custom image generation instructions, I included the following:

Characters must have a name, a clear role, and a simple motivation (1-2 words). Prioritize giving them a unique physical detail (a scar, a tic, a way of speaking) over a complex backstory. They should be easy to understand. Also, generate their respective images to give us a visual representation.
