Improvised weapons

When I tried to throw a glass mug of ale off the table at someone, Franz said “That is not a valid attack. I am unable to find any information on the damage that a thrown ale mug would cause, so I will have to refuse that action.” Is this intentional, or should improvised weapons be allowed?
