Improvement of the "Homebrew" tab (Custom Instruction)

There is an idea for the world, for the game, to create a separate tab for the “Homebrew” neural network, like Instructions but more detailed, where players themselves could explain to Franz what they want from him in detail.

A tab where the rules will be in separate slots. And perhaps in the future the opening of public rules (if some players are good at explaining the new rules to Franzu).
