Have Franz ask "Should I create NPCs?" before creating a large list

So I was at the USS Maine Memorial and I asked Franz for the first ten names. He created NPCs for each of them. These are dead people. He shouldn't be creating them in the first place. Imagine if I had asked for fifty names. I'd get fifty NPCs I don't want or need. He should ask "Should I create NPCs" in addition, provide a way to "Undo All Recent NPCs" so I don't have to undo each of them individually.
