Franz Making Duplicate NPC's

Lately I have noticed Franz OFTEN makes duplicates of NPC’s you are currently interacting with. You’ll be in the same POI standing five feet away from ‘John Doe’ or whoever, have been speaking to the NPC for a few messages already, and he’ll just randomly generate another NPC with the same name and a similar description.
