Franz does not give extra attacks

I have two level 6 companions in my party that are NPCs. He never rolls their extra attacks. I have to remind him every time and then lately, he tells me he can't do it because their attack has ended.

I'll add that he lets me do it with no problem, but I don't control the NPCs so it's incredibly frustrating when he doesn't use them to even half of their potential.
