Franz cannot accurately create leveled characters

I asked for a party of level 12 characters to be created, but it created only level 3 characters. I pointed out the mistake in OOC, and it seemed to work, but the characters are still level 3, but with 64,000 XP. I assume that is the right amount of XP, but the characters did not perform their level updates.
