Encounters not starting

Found a new bug, or perhaps its just me. This encounter, and the one previous were very hard to get going. The initial one, I had to reload 3 times, however once in one encounter, it reloaded the encounter three times. This one, its not working at all. Event ID for the buggy encounter initiative roll included below. Thanks!
