Custom attacks with spells not doing damage

Was playing around with custom attacks using spells and was never able to hit an enemy. Burnt multiple spell slots in one fight and never got a hit. At first I thought the enemy was just rolling high saving throws but then I noticed a few times they failed a save and no damage happened. I decided to test it by making the saving throw a DC 50 since the npc kept beating the saving throw and still no damage was done to the enemy despite Franz saying they were hit. Spells cast normally will do damage if they hit. The first two Event IDs show back to back instances where I cast scorching ray, the enemy failed the saving throw, franz said they took 18 points of damage with 7 HP left during both attacks (Checked their character sheet) but no damage was actually done since they are still alive. the last one is for the casting of the custom scorching ray at the top of the screenshot.
