Chromebook 15886.74.0 - worldbuilding

I am using Chromebook 15886.74.0. I can not make workshop Worlds. When I try to make a PoI, I can't scroll down to summit the information. Also it won't let me make any spells, factions, or classes. I will type all the information, but when I click on summit it dose nothing.
