Areas and Locations Constantly overlapping

Franz is always generating areas that are overlapping other areas. Creating areas inside other areas is cool and helpful but sometimes he’ll just slap a new areas halfway on top of another completely unrelated area. Once an area’s coordinated are claimed, Franz shouldn’t be able to create a new area that interferes with those coordinates unless it’s inside of those coordinates and the area it’s inside of is the parent area.
