AI cannot generate quests or one-shots in base world

Recent updates seem to have broken the ability for the AI to properly generate quests or one-shots. I tried multiple times to create one in my base world today. I see a progress bar move through to completion, but no quest steps or paths are generated. (The one shot that is there was generated a week or so ago).
