A little update to the dialogue system

I believe it’s been a while since the dialogue system was first added? In any case, it often feels weird to me how Franz feels the need to add dialogue in every. Single. Reply. Even when the other character is explicitly mentioned to be silent. I genuinely would feel a lot more immersed if Franz would be more natural at deciding when there should be dialogue, it feels so shoehorned sometimes. There are many times in narration when using other descriptions to set up mood or action without having to rely on dialogue. A lot of things work better that way, in fact. Franz has enough skill as an AI to do that, but the system forces it to add dialogue, I think. It could use a bit of refinement.
